Whistle-blowing is an act of informing higher authorities about illegal or unethical practices observed. While whistle-blowing is never an easy decision for any employee as you might expose yourself to risk such as being terminated from work or your life will be put in danger but nevertheless it will help curb corruption by some public officials or employee. In doing this, the employee should have firm decision and has all the necessary pieces of evidence to prove the issue.

In the case of Glenda, she should go first to the proper authorities. The DENR is the proper agency to inform and consult about the matter.  If she will go directly either to the press or to the politician, the issue will just create noise and will put her life in danger. There is a greater possibility that the media or the politician will just use the issue for their personal interest and advantage. She should rather go to the office of the DENR who is more knowledgeable about this issue. However,  if the proper authorities will not act on it, then the media or the to an elected national official might be the last resort.
